Horrible FPS lately with good PC.

Feel extremely stupid coming here to ask for help since I work with computers, but I've exhausted all options I can find.
(Fresh windows install, changing drivers, checking affinity....)
Alright I'll list my specs.

Intel x5660 xeon processor overclocked to 4,6ghz.
AMD 7970
8gb of ram 1866
windows 8.1 64bit
crucial MX100 SSD

The main thing I notice is that AION only likes to use 1 and a half cores at max. (my processor has 6, or 12 if you want to include HT)
In areas with no people I'm typically at 60 fps, but it still drops below that for no appearant reason, into the 50s and 40s.
GPU usage never hitting 99% Anywhere.
CPU no where even near being used.
GPU likes to hover around 30-50% usage almost everywhere.
Then when I have to go do something like SWB or SIEGE, it's just a nightmare... 20fps or less sometimes.
(adjusting Graphic options does not alliviate the problem)

I'm starting to believe it's something in the EU client...

I honestly shouldn't have to get a GTX 970 to play AION.
